AHIP Says Benchmarks Need to Change

Congress is considering adding dental, vision and hearing benefits to Medicare. America’s Health Insurance Plans (AHIP) warns, however, that the MA benchmark, which determines the payments for plans, needs to be adjusted if this happens. AHIP contracted Wakely consulting to analyze the proposed changes. You can read more about Wakely’s full analysis and recommendations here.

MENTAL HEALTH

Suit Gives Boost to Mental Health Parity

The nation’s largest health insurer, UnitedHealth, was recently ordered to pay $14.3 million in restitution to insurance consumers nationwide who were denied or given reduced coverage for mental health and substance use disorder treatments.  Both New York and federal behavioral-health parity laws underpinning this federal suit require coverage for mental health and substance use disorder treatments to be no more restrictive than coverage for physical health issues. The restitution payments agreed to by UnitedHealth will include $9 million to be paid to more than 20,000 New York residents who received denials or reductions in reimbursement from the company for outpatient treatment of behavioral health conditions. In addition, the health insurer will cease internal policies that led to a disparity for coverage between those receiving more traditional medical treatments and those receiving behavioral treatments.

DENTAL

More Teeth Gnashing?

This is a little concerning… A recent survey found that dentists are seeing increased rates of stress-related oral issues such as teeth grinding (up 76%), cracked teeth (up 69%) and chipped teeth (up 68%) during the COVID-19 pandemic. In addition, dentists say they are seeing increases in cavities and gum disease, likely as a result of changes to people’s hygiene and eating habits during the crisis. Now for the (sort of) bright new: Covered California announced today the statewide weighted average rate change for dental coverage in 2022 will be a decrease of 1.0 percent. The decrease continues the trend of holding costs steady for consumers.  Of course, the standard health benefits for children on Covered California include dental coverage. Adults can purchase optional family dental coverage as an “add-on” to their plan. The family dental coverage is offered on a “guaranteed issue” basis, regardless of any pre-existing oral health conditions.

The National Association of Insurance Commissioners (NAIC) announced it formed a new working group to address the improper marketing of health plans. The working group will address the deceptive marketing of health plans and other products that lead consumers to believe they are purchasing comprehensive health coverage when they are really purchasing coverage that does not cover all pre-existing conditions or hospital care.
