Three days of hearings before the U.S. Supreme Court have raised questions about whether the Affordable Care Act is constitutional, but California has already started implementing provisions of the Act by setting up a health benefit exchange. It’s also expanding Medicaid and has passed laws to enhance and extend health coverage, according to an interview with California Health and Human Services Secretary Diana Dooley as told to Capital Public Radio.
