Currently California legislators do not have the power to modify or deny proposed health insurance rate increases by major insurers, but a new ballot initiative being proposed by Consumer Watchdog, a non-profit advocacy group, would change this. The initiative is meant to require insurance companies to disclose information concerning rate increases and would also require justification of these increases according to a report on Live Insurance News.
